I grew up in this area if its the intersection of Swarthmore Ave. and Yale Ave. that you are talking about. They tested traffic lights at that intersection about 10 years ago. It was a disaster traffic would back up for blocks if not close to a mile on stretches of Yale Ave.
Actually, they put up those traffic lights at that intersection due to some roadwork being done, not to test them. The traffic backups were due to the roadwork as much as the light.
It's also unfortunate that someone decided to plant a stand of arborvitae right on this corner, severely restricting the view of cars approaching the intersection from every direction except the southeast. Those trees add THREE blind spots to an already troublesome road junction. Very inconsiderate.
