Traffic Lights on Long Hollow are out of sync causing impeded traffic flow especially during heavy volume in a.m. and p.m. work commutes.

I think this is the traffic light exiting Kroger. If so, I don't understand why it is flashing and not working. It seems that the busiest time of the day it is taking a risk pulling out when that light is flashing.
