i have reported this twice. No entity wants to take responsibility. Oakland says it's Caltrans' property; Caltrans says it's Oakland's property or perhaps Home Depot's!

Well, that's lame! The webform here is saying it's Emeryville. It's only accessible from surface streets, and I think it's really part of MacArthur. I'm just going to keep reporting it.

j jackson, I might be paying Caltrans a visit tomorrow to discuss this situation. Will post an update.

j jackson: Talked to wonderful (I hope!) woman at Caltrans, Sherrie Swaim, who assured me this would be taken care of by this Thursday, June 21. Of course, nothing stops them from moving back in the next day, but we'll keep working on it, right? Betty

Awesome! I'll try to detour past it soon. Part of the problem is probably that that ramp isn't as heavily trafficked as the ramp to 80, or San Pablo.

Gone past it twice, and both times there were tents set up, around 5 or 6 pm. This may be a police issue now. Possibly Emeryville? The area has cleaned up a bit since the Ambassador housing construction started, they may be interested.

8 months later and the same issue persists

From 2012: 5 people with 6 shopping carts and 1 tent! OMG, I think we’d all be happy if it was only this. Here we are 6 years later and we’re probably dealing with 100 people in these camps.
