I agree fully that this is frustrating every weekend and we have more frequent out of state cars on our block. But since we are not a zoned permit street, I am not sure if there is any illegal parking happening if the parking is short term. (Please correct me if I am wrong) I would be quite happy to sign a petition to get our block zoned parking if you want to start it.
