Sharraxaadda

My landlord is trying to fence off half my back yard with out any permits and says he needs none. Also there is an electrical issue with the house where we have no access to the garage and the breaker box is in there. and inside our house has wiress going up and down with caps on them and they smell electrical. I am not to sure but I dont think he can do that.
