If you call BPU, they usually fix it within a week. Their number is (913) 573-9522. I called them about one last year and they were pretty quick. It doesn't matter who you are - a homeowner, a renter, or just a concerned citizen, they will take your report. They will ask you stuff like which side of the street it's on, and where it is in relationship to the address, so they can replace it during the day when it's off.
