Manhole Drain Covers are being used to conceal illegal drugs when the police cruise their service area.Young adult males stand over drain holes when police get to close , they drop their drugs in the drain. When the police past they remove the drain retrive the drugs. Sometimes they don't replace the drain. It's expose to traffic. Twice in one day , the expose drain cover cause damage to vehicle tires.
