So what? Does that mean abutting property owners are allowed to STEAL public land for their own purposes?

Let's not forget that PUBLIC-OWNED UTILITIES such as sewer lines run through the alley. Ditto for cable, phone, gas and electric utilities. If all the accumulated blockage (abandoned motor vehicles, sheds and fences) is allowed to remain utility workers have no ingress to deal with problems as they arise. Kind of a no-brainer.

I cannot see how, legally, there can be a difference between through and non-through alleys. It's owned by the public. It is not part of an abutting landowner's fiefdom. Correct me if I am wrong (citing any statute or ordinance).

As to "Our alley maintenance guideline is under review at this time". Pinellas County has made it clear for the past 50 years that they do not maintain alleys (for the non-politically connected). This isn't a maintenance issue, per se. No one is asking for paving or tree trimming. Just reclaim what belongs to the public. Make the depositors remove the junk or pay for same.

From Pinellas County: This alley is not currently maintained by the county. We did not see any residence that uses the alley for their sole access which is one of the criteria for county maintenance. We would have the alley cleared if we had to do work on one of our assets such as a sewer line or a drainage ditch. We would suggest the citizen contact local law enforcement for the removal of any improperly parked vehicles.
