We have the same issues further south on Cabrini between 181 and 187. There Gould be some law enforcement on the streets periodically to enforce the laws, it's gross and unsanitary. I see kids playing on these sidewalks and then walking into their apartments!
I see a potential health hazard at the same time a revenue opportunity for NYC.
