Constant traffic parked on that corner which caused serious traffic issues - possible head on collision

Besides the house next to this corner house having a car drive through the front door, what else needs to happen to this corner house that is running a business out of it which is causing ALL the traffic issue. I'm afraid someone is seriously going to be hurt due to all the traffic and park vehicles. This is a serious driving hazard.

We have deed restrictions filed with the city that clearly state this is a residences no business shall be run from your home. This address advertises an assisted living/hospice business being run from that address.
So my question is what is the point of the deed restrictions if they are not being upheld by the HOA and the city.
