A car is not considered abandoned/disabled vehicle if it has expired tags. There is nothing in the Code that requires only licensed and insured vehicles on property. Now if the person who lived at a resident moves and leaves the car there we can declare that it is abandon car.

The vehicle has been there over a year with expired tags older than 2 years. Vehicle Owner doesn't live here, I would call that abandoned.
