From what I see, there's a street drain where wheel chair ramp would normally be placed. There is ample space for someone in wheel chair can get around. I see no REAL problem here.
Is original requester some who uses a wheelchair?
It would be of great cost to dig out median, re-engineer and fix to suit the original requestor's idea. Tax Payer funds should go towards better project than to whims.
