The only time the building management is responsive to any building or apartment-related issues is when I either file a complaint with DHCR or take them to Bronx County Housing Court. The issues are chronic and include the filth caused in the hallways and elevators by the tenants from homeless shelters and mental health facilities being housed in some of the apartments on various floors.

The building is getting even worse. The heat and hot water are fine, but the front door lock of the building is always broken because tenants from the shelters are never given keys and either ring doorbells randomly or break the lock. Once the lock is broken, the landlord refuses to fix it for months. Also, there is urine in the elevator, graffiti, and garbage on the staircase on the sixth floor. The people from social services who are occupying apartments are not being properly screened. Some are recovering drug addicts, while others obviously have mental issues. Screaming can be heard coming from these apartments and in the hallways late at night, and sometimes early in the morning. I've attached a pic taken from my cell phone of garbage that was left on the 6th floor staircase one weekend. The garbage was left there by shelter tenants from Apt. #6D.

I contacted a gentleman by the name of Martin Munoz in Councilwoman Helen Foster's office. I explained the conditions that persist in detail and he informed me that he would be in touch shortly. The issue is still open, though...

I have been living in the building for almost 14yrs. Before the made it a homeless hotel. I pay rent Ans can't get anything repaired properly. Not only that the only time the problem is addressed is when the section 8 inspector is coming. And still its just a patch job. The place is falling apart around me yet they want their rent every month.

Helen Foster's office is WORTHLESS. I have been to her office, as well as Assemblywoman Vanessa Gibson's office. In fact, I visited with Vanessa Gibson in person for two hours at her office on Grand Concourse in March of 2010. She promised to look into the issue of excessive cluster site housing(apartments contracted out to social services), but as usual, it was nothing more than hot air.

The building and elevator is cleaned regularly by the super, but the tenants from the homeless shelter regularly spit, little and leave refuse in the elevator and hallways. The tenants from the shelter aren't given front door keys, so they are constantly ringing random doorbells and breaking the front door lock -- the front door building lock stays broken for as long as a month or more.

These conditions don't persist because of the regular tenants, but because of the tenants from the shelter. If you paid no rent to live someplace, why would you respect that place or the people who do?

Assemblywoman Vanessa Gibson and her office are a complete joke. It's apparent that Senator Serrano, Councilwoman Foster and Assemblywoman Gibson have no intention of addressing the issues mentioned above. They're probably profiting in some way from the contracts the city of New York has with various social services entities. In fact, it would not surprise me. I say this because they've been unresponsive on the issue of residential apartment buildings being turned into homeless shelters.

The building is still nasty and overrun by criminals and people from the shelter. It's shameful that we have to pay rent to live like this.

Are you saying that the building has been turned into a shelter? or are you saying that former homeless people are now living in the building with the assistance of social services?

I'm saying that the building has become increasingly dangerous, filthy and unlivable. I live on one of the lower floors and constantly hear loitering (possible drug activity) in the lobby. The front door is kept open with a smashed soda can or other object at night by some of the individuals engaged in this activity. I suspect that some of the women with children from the homeless shelter also have men who sell drugs living with them. This activity goes on at night and is not hard to mistake.

Also, the building lobby, elevator and hallways are always filthy over the weekend. The superintendent does a good job of cleaning the building, but the people from the shelter have absolutely no respect for building or the tenants who pay to live here. I've attached a picture to better illustrate what I'm saying.
