I reported this to Caltrans and you should too. Because it is considered a Highway/Freeway off ramp, this is out of Oakland's or Emeryville's jurisdiction and is a Caltrans issue and SeeClickFix won't be able to help. Here is what I heard back from Caltrans:

Nature of Situation: There are a few very large, extremely dangerous potholes on the off ramp from the 580E to MacArthur (left freeway exit). These potholes are extremely large and deep and need to be fixed immediately before they cause a serious accident.
Geographic Location of Situation: On the off ramp from the left side off the 580E headed to MacArthur...below San Pablo Ave overpass.

I have reported this as well. I think part of the problem is they need to REALLY fix it right, since it is below the ground water level a lot of the time. It has been a yearly occurrence, but, we got more rain this year so the ground water is still above that level making it very difficult to patch with any success.
Personally, my thought is when that area is stable and dry, pour a concrete road and get a couple of pumps down in sumps to prevent the water build up for the for future seasons.
I am no engineer however...

I reported this to Caltrans too! Anyone want to try calling them to complain? To avoid damaging my car I have to slow down to "speed bump" speeds everytime I take that offramp and people nearly rear end me. I can't imagine how bad it would be to hit those bumps at speed on a bike, I'm glad you're ok!

One of these potholes wrecked my tire and my steel wheel. If anyone needs a wheel cover there is a huge collection of them at this underpass.

I have been taking the San Pablo exit when in my car and people are behind me. A little more work but worth not getting damage or rear ended.

UPDATE: The bigger pot holes have been temp. filled. It is much better, but will still happen again in a month or so im sure. We still need a permanent fix for this issue. thanks for addressing!
