Parking enforcement is actually.. 416 808-6600, and ask for communications. Then enjoy your hour long wait. The delivery truck will be gone in 10 mintues. But don't worry, they get paid by the hour.
Well, there's no other way to move them. I sometimes stand behind illegally parked cars and pretend to write a parking ticket with my yellow-colored booklet. Taking pictures also let them know about your intentions. Unfortunately, we cannot rely on enforcement to fix every problem with these issues.
Delivery vehicles are not exempt from no-stopping by laws. These buildings have driveways. These cabs are not picking up *anyone* - they hang out there, waiting for a fare for 15-20 minutes at a time, there's a taxi stand directly across the street.
The 30 minute parking exemption for delivery trucks was never enacted by the City. The $600 permit is not being sold. It was a good idea, but Toronto couldn't get it together.
