I previously reported this, but Lansing Public Service Department closed it over 2 weeks ago without actually fixing it. I was going to give weekly updates at that report, but now they've made it so nobody can post to that report anymore, so I'm opening a new one:
On northbound South Waverly at West Jolly... the induction loop for the left turn lane appears to be shorted. The left turn light onto westbound Jolly ALWAYS comes on whether there is traffic waiting to turn from northbound Waverly or not.
That means any traffic waiting to go straight through on southbound Waverly has to wait for non-existent left-turn traffic, and has a shorter interval to go straight through on southbound Wavery (e.g. if there are 5 cars in line when you pull up to the southbound light, don't count on making it through that light cycle).

Due to the construction on Jolly Road, the signal operations at this intersection will be changing in the next day or two. Once construction is complete, we will make sure the intersection is operating as designed.

6 weeks since the original report, still not fixed.
The main change is if the induction loop has to be replaced, now they'll be sawing into brand new asphalt and concrete.
Maybe they could switch to ultrasonic sensors mounted next to the emergency vehicle traffic light pre-emption receivers, if they can find some with tight-enough fields to detect only vehicles actually in the left turn lane (induction loops are notorious for not seeing motorcycles sitting right in the middle of them, anyway). Or LED photeyes looking at reflective paint in the left turn lane.

The pre-construction pattern has been restored. The northbound S. Waverly Rd left turn lane is still getting a left-turn-arrow every cycle (delaying southbound Waverly's green light) whether there's anyone in the northbound left turn lane (waiting to turn onto westbound W. Jolly Rd - which dead-ends at the Grand River about 3 blocks west of that point, by the way), or not.
id est, it's still not fixed.

Drr247. I hope you won't be supplying weekly updates in this forum. It sounds as if you're frustrated and your efforts may be best directed to the department involved on some frequent basis.

I think it might be fixed; I didn't have time to watch multiple cycles today, because I made it through in just a single cycle.

This intersection uses a video detection system for sensing vehicles. The system was adjusted and the timing returned to preconstruction operations once construction was complete, including the reconfiguration of the east leg of the intersection
