This issue has been reported by me and others before me. The city closes it every time without fixing the problem. I have had my daughter time the delay. East bound traffic on VA Beach Blvd is held for 60 seconds after West bound traffic starts. This occurs in the morning when I go at about 6:40, when I go at about 2:00 pm the light functions properly. I travel that route every school day two times a day.
