To all concerned: I've learned that when 311 passes the issue to Parks & Rec, the 311 item is marked closed, even though the issue has not been fixed. This has been reported to Parks & Rec. They know about it. They plan to do something about it...

It was fixed yesterday afternoon.
I will report these issues everyday it is not fixed.
Thousands of gallons of water was wasted every night. And the reduced water pressure in the system kept 1/2 of the park from getting water.
