Salem should consider a "take out what you take in" policy like most other local cities. As a local resident, I enjoy the park year round and I am tired of walking through a trash dump most weekends. People over stuff trash cans, animals pick though the garbage, and people often just leave their trash at the picnic tables. Char coal is dumped in piles all over the park, despite the danger to children and pets....it's is ugly. Most cities prohibit and enforce "no charcoal grills" for these reasons. City needs to rehab their park policies and enforce them, especially in the busy summer months. If you trash the park, you should be fined and told to take your trash home with you.....let's go salem, have a little pride. P.S. I appreciate the employees that are there every morning to try to clean up others ignorant messes....but city should be curbing the issue before hand not reinforcing bad behavior.

Northsure: You're asking for the city to do something it seems is unwilling to do: enforcing the rules and laws of the city.
Whether it's unleashed dogs, resident sticker parking, too many people in one apartment, monitoring trash/illegal dumping (sidewalks city-wide are littered with couches and bureaus) or panhandling, there is little, if any enforcement.
I'm a solid supporter of the police but it seems they have been given orders to go lightly. "Well, panhandling is not illegal" That may be, but try bumming a buck on Devereaux Beach and see how long before the M'head police show up and escort you to the Salem line.
Quality of life in Salem is not what it used to be and I don't see any effort on the part of City Hall to improve it for those who pay the bills.

On July 26th the Engineering Dept did reassign this to the Department of Public Service as they are the ones to pick up trash at the parks. They should have responded to this when it was reassigned. It was initially assigned to Engineering Dept (which is in charge of Trash and Recycling for the Waste Management contract) in error as it should have been assigned to DPS. These bins are the responsibility of DPS. They are well aware of this report as well and are working on addressing this problem.
We have spoken on this situation several times and are working on a plan to stay on top of this problem going forward. This issue will be closed again tomorrow since all parties are now up to speed on this report and we are all working in conjunction to come up with a better plan to address this in the future.
