I have observed this downspout on three separate occasions over the past few days and the condition that was causing it to spill water appears to have been corrected since 2016. When pipes change size or diameter like this condition, an air gap is the best method to prevent backups or clogs. I will continue to monitor the downspout and will contact the property manager / building owner if the condition re-presents itself.
