I was with Don yesterday when we discovered this. We removed as much vegetation as possible and then discovered the storm drain was completely filled with soil, at least as far as we could tell. We're usually able to either pull out or press down to clear the spaces between the grates, but it seemed like this entire area is full of soil. I have another photo that shows the weeds that had been growing. It's possible the soil is actually being held together by roots?
