This resident puts their garbage can blocking the parking space on the curb. I once moved it to park my car there and they wrote "Do not park here" on my vehicle window.

Good for you to move the garbage can so you can park there. You should continue to do that. They do NOT own the public street in front of their house. It is for anyone to park at.
