Not causing a safety issue. Per 9205 letting students move in

So can cars just park in any bike lanes in the city? What's your criteria for allowing drivers to park whenever they want? Can I park on a sidewalk if it's just to "move in"? How do you determine when it's ok and not a safety concern for drivers to break the law?

Not sure why 311 would just allow multiple vehicles throughout the day to block an entire lane of traffic for a block with no consequence.

I'd like to understand what criteria 311 uses to determine that it is ok for cars to illegally block a traffic lane all day? Is it just bike lanes that it's ok to illegally block? Please let me know, so I can bring this up next time a traffic control agent wants to give me a ticket for blocking traffic. If bike lanes are free for all to park in, that definitely opens up a lot of free options for me!
