Sharraxaadda

I am so tired of having to cleanup my yard and my neighbors yard because people are too lazy to throw their trash in a bag or garbage can. Rather they throw their beer bottles and McDonald's bags into the street or in our yard.... EVERY weekend. They come into the neighborhood and park along a darkened area at night and then leave us with their little gifts of trash. It's getting very frustrating and I'm not sure how to cure the situation. I've even left a garbage can in the area, and they throw the trash on the ground right next to the garbage can. Any suggestions how to stop this activity?
