This is trash from local residents who drop trash there from their apartment. Isn't this illegal in Jersey City ?

Although I didn't scrutinize closely, most of it looked like fast food containers - there's a lot of construction in the area. Nonetheless, it should be picked up more often than it is. One at Sussex and Warren looked the same.
