Common alleyway gated up and key is held by one person. Now everyone on the block has to bring there trash through our homes.

My suggestion is to get a locksmith to make a key for that lock, make copies and distribute to neighbors (or ask the key holder so you can make copies). Alleyways have been closed off because they are common areas for unwanted activities or are used by burglars. Best of luck.

I would call L&I, the fire department, and maybe even the police, and urge as many neighbors as possible to do the same.

Rear egress is essential, and there are almost certainly easements on the books to protect the passageway.
If this is your only rear egress, this is a serious fire hazard.
