Dumpsters between McDonald's and Chipotle have been like this for a month! When it rains tonight all this refuse will be washed down the drains to the rivers. One or both of these company's should be held responsible. Transients rummage through them everyday. Cant they put locks on them? This stuff will just be washed away into our drinking water.
