When might this be looked at? Yesterday I went by and worked continued and there were taking down a tree. When I asked if they got a tree permit, the person (who is obviously a subcontractor) said "No, I didn't know". I really think the owner is trying to do all of this work permitted.

Ug, I meant to say UNPERMITTED. Given the state of the house and that it has been empty since Sept 15, 2016, I have no doubt the owner is trying to do the work as cheaply as possible, regardless of what the code requires.
