Unfortunately Toronto Hydro do not seem to monitor SeeClickFix. You are FAR better to report broken or non-functioning lights to them directly at: 416.542.3195. or by their website at: https://www.torontohydro.com/sites/electricsystem/residential/customercare/pages/reportastreetlightout.aspx Maybe SCF can persuade them to monitor SCF but until they do ...

They may not all be burnt out... I recall reading somewhere that the lights are most active during the day (it seems counter intuitive but hear this out) The lights are all on during the day to negate the need for drivers eyes to adjust to the dimmer location while in the under pass. In the darker hours some of the lights are turned off ... to maintain an equal lighting pattern to that outside the underpass as drivers eyes have been adjusted to the darker conditions. All that said ... it would appear that some of the light are indeed burnt out ... i just don't think that 87% were burnt out
