Description

People are lifting shopping cart from the store and using them to bring groceries and other items to their house, they abandon the carts on the street, leaving the town littered with carts. I counted a dozen carts left here and there on Main street.
This is a deplorable blight condition as well as a liability to the property owners as they are liable for the sidewalks according to the town charter.
For several years I have complained to town hall about that issue and reassured that something was being done. So far nothing has changed.
The carts are an eyesore, the merchants should be forced to police their lots so they don't end up in the river or the streets of Torrington.
