Staff acknowledges it is frustrating to motorists to see the approach for a building under construction getting served green time when there's rarely any vehicles turning out of the construction area. However, with no detector currently in place for the approach, we have to program a minimum amount of green time just in case there's a vehicle that needs to exit.

Do you know if it would be possible to change the Oberlin Road signals to "permitted lefts" so that there isn't a need to run split phasing at the intersection while the building is under construction? (so lefts can go at the same time as the green from the construction site approach if there's no approaching vehicles from that side)
