These are common in cities across the country. Reading what they are used for in other areas it leads me to believe these are for collecting readings from the power meters. Basically creating a wireless (mesh) network to gather information from the power meters in the area.

Is this opened or closed on the city end of things? or what purpose to still have open in 12/2019?

Still open in 06/2020. Perhaps these boxes are assisting in the transmission of the COVID virus. (early form of 5G?)

Apologies for the delay on this response. Those are collection boxes for Westar's new AMI meter system. They are installing the digital meters across Topeka this spring and these boxes allow the new meters to send the data back to our system. Thank you for your follow up on this request.
