Description
All of the garbage receptacles for the quadraplex at 11430 3rd St E are visible from the street. In accordance with Section 38-65 Solid Waste- Screened from Public View (a)- “All garbage receptacles within the city shall be screened from the public highway and neighboring property” of which these are not. In addition, the implementation of a solution needs to also be in accordance with Section 38-65 (b)-“ All plans for screening of receptacles shall be submitted to the city manager for his approval before construction is begun.”.

On 05/10/17 the Code Officer inspected this property. He posted and mailed a Courtesy Notice for Section 38-65 to the owner (an LLC in VA). The code officer gave them until midnight 05/25/17 to screen the cans from view.
If no action is taken, the owner will receive a notice of violation.
If that is ignored, the matter will be directed to the code enforcement board

Code Enforcement Officer posted and mailed a courtesy notice to the owners in VA. On 05/15, the owner called from VA and said he would take care of this. On 05/19 the owner came in and picked up a permit application for a fence. He did not have a survey of the property with him so he did not submit the permit application at that time.
There is no fine levied until a issue goes to the Code Enforcement Board, The person is either found in violation or not and then the code board gives the person additional time (days or weeks) to come into compliance. Only if the person does not come into compliance by that date set by the code board, will the code board levy a daily fine against the property.
