I had initially reported this on 2/6/17 under safety issue.Nathan gave to Louis who gave to Ramiro Adeva. I've since then requested some kind of response from someone three times and this has been ignored, so reporting again: There have been several incidents where cars come flying off the 101 (two within in the last six months). There are no barriers, are guardrail, etc and the cars end up going right through the chain fence and land onto Roadside road. Can something more secure / safe be requested or put up? Also there are plants that are in front of the RoadBear RV rental and paving store that make people have to walk in the middle of the road - the rest is sidewalks. Can they be removed? Just removing them at least we can walk safely, no sidewalk has to be put in but at least room to walk not being forced into the street. Thank you

Thank you for reporting this issue using SeeClickFix. Do to the length of the responses, I will break these into two different issues.
As you are probably aware the U.S.101 is owned and maintained by the State (Caltrans) with the chain link fence being the limits of their right of way. As a courtesy, staff has submitted your concern to Caltrans requesting an investigation by District 7 staff.
Michael Comeaux (Caltrans) provided the following response:
Thank you for forwarding the resident’s observation and concerns about cars leaving US Highway 101 and ending up on Roadside Drive.
I will relay the message to the Caltrans Office of Traffic Engineering. There it will be reviewed and will receive meaningful consideration, typically including a field investigation to verify the conditions at the location, followed by a recommendation for appropriate action.

Staff has researched the area in front of RV rental store. It appears the building was constructed in 1977, which was prior to City incorporation. Unfortunately, the area that is landscaped is owned by the property owner, and is not public right-of-way. Nor does there appear to an easement was dedicated to the County (now City) in order to construct a sidewalk. For unknown reasons the County did not require any dedication or easement at the time of development.
It appears the only way to get the property dedicated would be if the owner wanted to do a major renovation that required them to file a Planning application that required a Public Hearing. Or if the City had a capital improvement project that required us to purchase the property or establish a permanent easement.

On 9-20-17 staff contacted Caltrans for an update on this request, and received the following message:
Caltrans staff completed their field investigation and now are studying and analyzing the collision history of that segment of southbound Highway 101. When that is done, they will be able to put forward a recommendation for safety enhancement(s).
I don’t have a time estimate but one of our best people is working on this.

Staff received the following message from Caltrans on 10/17/17:
Caltrans has completed a careful examination of the Agoura Hills resident’s request for a metal beam guard rail or a similar barrier on U.S. Highway 101 near Roadside Drive.
Caltrans makes safety a top priority, while also balancing diverse demands including being a responsible steward of public resources, so Caltrans gave very serious consideration to the request.
The Caltrans examination process included, among other steps, a field investigation by a senior engineer and a detailed, five-year analysis of the collision history for this segment of southbound Highway 101.
The findings of the collision history analysis did not support the request for a metal beam guard rail to be installed within that segment of southbound Highway 101.
This conclusion can be revisited once new pertinent information becomes available in the near or distant future.
