I am certainly not voicing opposition to this, however I am certainly confused as to who owns what on Grove St, as it is a state owned road. I posted an issue (4534548) 6 months ago about the lack of speed limit signs on Grove St, the placement around crosswalks and missing signs and I was told to contact Mass DOT because Grove St is a state owned road. I did that, and of course haven't heard a thing from DOT. Now I see this and it's being referred to the town's Long-term Planning and Capital Budgeting? Who owns what on Grove St and can we do better than telling residents to contact DOT? Thank you.

Grove Street is a State Highway under MassDOT's stewardship. Adding a pedestrian traffic signal would be their purview, but is also subject to federal standards. The signal could not be installed unless it meets the warrants detailed in the Manual on Uniform Traffic Control Devices. The petitioners may want to instead request that MassDOT install a crosswalk with appropriate signage. But the request would be to MassDOT District 6, and the item should not be referred to Town "Long-term Planning and Capital Budget."
