What good is an "open service request," if nobody does anything about it?

These encampments are so large they take up the entire sidewalk making it impossible to pass. Our NSCs are receiving a lot of complaints about them and we have no tool to abate these. I could send more photos but I think we are all on the same page. Without immediate funding to meet our SOP, this problem is going to pass the crisis stage.

What are NSCs?

I live near the growing encampment on 42nd Street/MLK underpass. The garbage and trash are accumulating so much that the sidewalks are inaccessible and trash is in the street right of way. I am concerned because the campers are using a coleman propane stove amid tents and garbage, creating a fire hazard.
