I observed the signals located on Greenlee Road at Rt. 51. The signal worked every time when the vehicles either stop at the line or 3 feet behind the line. The signals will give the Rt. 51 a longer light as it was designed for this purpose. Greenlee is posted using the MUTCD manual and at this time I do not think another sign is needed as motorist should observe the regulated signs. I will be involved with a webinar on the Rt. 51 traffic lights on the 25th and will try and get some information on the subject.

I never questioned the functionality of the signal. And I agree that the motorists SHOULD obey the regulated signs. The problem I was attempting to report is that they don't. My best guess is that this is not bc they are rebels, but that they don't realize stopping "here" on red activates the signal. There are signs all over Pittsburgh that say "stop here on red" and don't activate the signal. They are there for various reasons. Often when it is intended to activate the signal there is an attached sign that says "to activate signal." Is it a matter of expense?

We will change the location of the sign to the curb so it is more visible. I truly believe different verbiage won't make a difference when the drivers don't pay attention.
