It used to be that once a problem is reported, like a pothole, the city is liable. Check with a lawyer to see if this still stands.
The city should recover your losses and time off work and the inconvenience. It's a long shot, but if you don't ask for it they will not be offering!
Write letters and keep copies. Never trust the phone.
