We who live at Harbor House pay for this storm drain. It is on OUR property (private property), NOT a city storm drain. We paid to install it, we pay to maintain it, not the owner of 260 Brewster. They are using our drain to remove water from their property by channeling it into ours, rather than resolving their excess water issue within their own property boundaries. So, it isn't a matter of "bigger fish to fry", or "getting a grip." If you paid to install and maintain a storm drain (or anything else) on your property, how would you like it if your neighbor used it without your authorization?

I'd start by speaking with the folks at 260 and maybe giving them a chance to chip in on the construction and maintenance costs.

They have been contacted in the past and still do it. It's beyond that now. I want the city to resolve it. End of discussion.

This is an illicit discharge that may create an icing condition when it freezes. According to the municipal code 15.48.020 - Responsible city department: The engineering department has supervision for citywide storm water management.
