The City of Oakland fixed this issue on 08/18/2017, service request #753212.

Bikes are still there... this is attached to a public tree that we tax payer pay for. let us use our sidewalks and protect our environment. We already don't have many trees, it's not so they can be used to dump on them. Oakland is a city that cares about nothing, crime, illegal activity, environment, safety, children, schools. People will leave.
