i do not know if this the proper channel to report and this issue, but here we go. on 8-16-17 at about 10:40 pm i saw this van being driven by suspect, seem to be Hispanic. it was doing zic-zac and driver was obviously heavily intoxicated!! and him and the passengers were tossing beer cans out the windows!!!!! this is the second time i spot this gentleman doing the same! they seem to hangout or live at the Barnum ave and noble ave corner!
