Sadly this by far not an isolated experience. We're constantly picking up trash thrown out of vehicles and on windy day, trash is knocked over and no one picks it up......You're correct, people simply don't care, and there will never be enough enforcement to modify this chronic disrespect behavior.

Have you tried going and speaking to your neighbor directly about it?

They were spoken to by another neighbor, but they just do what they want. They are renters,
and keep putting trash in the recycling bin, and the truck never picks it up. I don't know if they ae just ignorant or don't care. I'm not sure if this matters, but there's not a lot of English being spoken over there.

Bringing this up to someone who's demonstrated they don't care in the first place has been a recipe for more of it....... I picked up trash yesterday afternoon in front of my home, and this morning, there was plenty of new stuff people left me.......Its to the point that nearly 20% of the trash I dispose of per week, is trash I pick up in front of my home.....So much fun to come home, and find Dunkin Donuts Ice Coffee Containers, empty nip bottles, beer cans, cigarette packs, and assorted fast food trash simply tossed out the window. The joys of living at the entrance of a street abutting Chestnut.

Perhaps you're right, but maybe it might help. Sometimes I wonder whether folks who are newer homeowners just don't understand the care, maintenance and upkeep to a new home or what the rules are for trash etc.

I'm doing the same on Morgan Street where I live, picking up trash, trying to slow people down on the street and (hopefully) leading by example and keeping my property up and showing my pride in my Town and neighborhood. Glad you both are too.
