Call the SPCA and talk with the Office there. Tell them the address and what is happening and ask them to investigate. This is horrible.

The neighbors have complained, as well as numerous area residents and people that drive by. SPCA has done nothing; a complaint was last filed 2 days ago. If you remember reading the story of Chico, the chihauhua stolen from Bishop Avenue in Secane last month, these are the same owners. They got their dogs back. Prior to that people had complained to the SPCA for over 6 months...when Chico was stolen and found, the authorities handed him back over.

Notify Upper Darby Officials get them involved. God knows there are enough of them on the payroll.

One of my neighbors in Collingdale did this a while back. Another neighbor called the police who responded with Animal Control and cited the owner.

How about if one of the reporters from the Delcotimes stop by and take a look.

Looks like Linda Reilly from Delco Times is under the impression that the lady who tried to help the dog is the criminal here. Check out this Pulitzer Prize piece of "journalism" by drama queen Reilly, and don't miss the comments by the readers that are listed beneath the article. Looks like the only one who thinks this lady was wrong to help this poor dog is the idiot "reporter" - good thing this dog was "returned home safely" to stand outside by his dog box for a couple more years. At least it was someone trying to help. Maybe some thug will steal him next time, especially since the now the whole world knows where he lives with his animal neglecting owners.

Why do these people keep getting this dog back if there have been complaints made to the authorities about this situation for months?

The sad part is, the dogs will become aggressive and when someone gets bitten it will be the dogs fault. I'm sure the Times will pick up the story then...and animal control will also be quick to step in. It seems that the area residents have done all they can do and are at their wits end with these people.

The thing that I am going to try to do is to contact the National SPCA, and PETA. PETA is sure to step in and do something, being that they are extremists. Jihad for the Chihuahua!

Shame people don't show this much concern for abused children or abused seinors.

Why don't these people give their dogs up to a local rescue group? They obviously have no feelings for the dogs. Are the owners mentally challenged, by any chance? Maybe they are too "slow" to understand that what they are doing to these animals constitutes both neglect and abuse? I certianly hope there are no children at that property. They may be chained up next.

HAS ANYONE CALLED ANIMAL CONTROL? I don't see any updates here. Thank you for the number to Animal Control. I am calling them and I hope everyone following this story calls as well, and keeps calling until something is done. I live in a different county and can't believe that Camden County NJ has better dog laws than Delaware County.

Just go and take the animals, little Chico should be easy. Anyone just go and take them. I live 100 miles away so I can't go, or bet your life, Chico at the very least would be laying next to me all cuddled up.

It's a damn shame this dog is out there all day. I had a Chihuahua named Fez who I spent over four thousand dollars in vet bills after getiing him from the Delco SPCA. Maybe I'll offer the owners some money for him, i saw them out on thier front steps the other day.

FYI the woman who "rescued" Chico plead guilty to a Disorderly Conduct charge, and paid 434.50 in fines. The other charges of Theft of Chico, Receiving stolen property, and defiant trespass were withdrawn. Why? Because "they" want this to go away, not to be in the news spotlight any longer in my opinion. Meanwhile, little Chico is chained out there most of the day, with all that traffic and train noise and heat to contend with.

This is so stupid I happen to know the animals of which are being spoken about and belive me the dog is not neglected it lives better than most humans because just have nothing better to do than find something to complain about if they were such horrible owners than how come after the dog was stolen that very same night they got the dog back. It was probably the same neighbor who stole the dog who started this whole thing. And if they really cared about the dog and thought it was being neglected than how come they didn't call the spca?? How come they sold it or gave it to people in the city where they are mean to the animals??? Guess they didn't really care that much to begin with! And yea the person who STOLE! not rescued the dog had to plead guilty because they know they were in the wrong and can't afford the type of lawsuit they would get including criminal treasspassing you can't just break into someone's locked yard and take what you which. Its called theift and you can go to jail if the people aren't nice and press charges on you. Btw the people that stole the dog are also horrid people that can barely care for themselves.

Colleen. First off, Susan does not live next door. Secondly, I have seen up front this pooch out there. Third? Who's talking lawsuits? The people who "own" little Chico? what basis? Because us dog lovers actually care about how a pet is treated?

Bottom line is that many people see "Chico" outside, chained up, either in his doghouse or outside. if he's outside for a few hours a day? fine. But last winter he was out ALL day and night, don't try to dispute it. Maybe someone should set up a web cam trained on that doghouse. (Legal, checked it out) so we can put this all behind us and say "problem fixed".

Call the SPCA on Chico this way they can pick him up. They can lock him up until or if someone rescues him. Then what will happen to porr little Chico. I dont even want to think about that.
So maybe Chico is better off having a home.

I live directly across the street from this family on Bishop Avenue. I have seen firsthand both dogs being left outside all day...I do not work and I am home all day, so I notice a lot in the neighborhood. I am the person who has been calling the SPCA, as well as one other neighbor who lives on Providence. Colleen, I am sorry if you do not see it this way but I am trying to protect the animals. It gets too hot, there are other strays in the area that could harm the dogs, if there was a car accident where the car ran up on the lawn the dogs could be injured, when it's rainy the dogs could become sick from being outside and wet, they could have a reaction to bug bites, or someone could steal the dogs. These dogs could also hurt someone else, which would be a lawsuit. I never asked the SPCA to take the dogs; perhaps some education on the serious consequences of chaining the dogs outside for hours would solve the problem. And Colleen, you must not be familiar with the neighborhood...from what I've read in the news, Susan does not live in Secane. She claims she had driven past the house every day and saw the dog outside; her actions of stealing were wrong and she did receive a suitable punishment.

Don't forget lightening and a plane could drop on the dogs.

Unfortunately, in the state of PA, its not illegal to leave a dog outside chained up as long as it has access to shelter, which it sounds like this dog has, and access to food and water. So there is nothing that the SPCA or Animal Control can do, as they can only enforce the laws on the books. If everyone cares so much, you should contact your elected State Reps and Senators and tell them you want them to support anti-tethering laws in PA. That is how you can really help this dog!!!!!!

This is not abuse...why not put all of this energy into kids and not whether you perceive these dogs to be mistreated or unhappy. So if the dogs were kept in the house and you didn't see it that would be better?

I would rather see a solution as to how a kid can cross Providence Rd at that location without risking their life. I believe that is the worst road to cross that I have ever seen...maybe people are too preoccupied trying to see if Chico is there so they can conclude if he's abused.

I can do a lot better Colleen, you see, I had a dog named Fez, a chihuahua, who my step-son got from the spca 3 years ago. He was sickly from the start, and I spent over four thousand dollars in vet bills, only to have to put him down. I loved the dog, even though he was a mean one (Probably due to others abusing him), and to see Chico out there makes me sick. I already posted a blog about Chico on my web site "I Live In Delaware County", and will do more to bring attention to the public concerning dogs left out in the elements.

And, to end this, I have plenty of time to "waste my time"concerning Chico. Currently, I am enjoying air conditioning after working outside in 102 degree heat. Where's Chico? Is he in or out? Tell you what, I'll give you or whoever owns him $250.00 on Friday to buy him/her. That way, I'll know that Chico will have a good quality of life.

I wonder if the complaints and offer to buy Chico would be the same if he was a pit bull...I doubt it! This sight is full of phonies that pretend to care about that dog but inside it's them that need to be rescued. They need a purpose. Go out and do some good for people...volunteer at a senior center or visit sick people in the hospital like I do. The dog has owners that care enough to leash the dog...if they didn't care that dog would have been roadkill by now just because of the location.

Fanny, you really need to get a life, Chico is fine. He is one of my best buds. he tells me that he thinks everyone one is nuts worrying about him. Besides he like being outside so he can keep he eye on that hot little peakonnesse living next door.

OK how about this?

1 - I care. Dogs should NOT be chained outside all day in heat like we've had. Shade and water don't prevent heat stroke in animals when it's 100+ degtrees. If you don't want to call it animal "abuse," there is no denying that it IS neglect.

2 - I volunteer at a shelter

3 - I volunteer with a pit bull rescue, which is where I got my wonderful, well-behaved pit bull who is never outside unsupervised (chained or otherwise - chains doesn't prevent other dogs or animals from coming TO your dog, btw), and is always on a leash when he's out of the house.

4 - I have signed petitions to support anti-tethering/anti-chaining laws in PA.

5 - If you believe how people treat their pets is none of your business, then by default you must feel the same way about how people treat their children, husbands, wives, parents, friends, etc, right? I mean, that's no more your business than how they treat their pets...which begs the question, why are YOU wasting your time commenting on this thread? How someone else feels about the situation is also none of your business, no?

6 - There has actually been a substantial amount of research done that shows that abusing animals is often a sign of how people will be treated too. Again - this may not be abuse, but it is neglect. Maybe it's simply an uneducated pet owner who does love his/her dog very much, and doesn't realize the effect that these extreme temperatures might have on the animal. Maybe they'd be devastated if the dog passed away. So why NOT try to get AC over there to at least educate? Why do you people have such a problem with this?

This is MOST CERTAINLY animal ABUSE and NEGLECT. This dog should be taken away to be adopted out by RESPONSIBLE and EDUCATED pet owners!

So what you are saying that if people abuse animals they also abuse children...and therefore you believe it is more important to work at an animal shelter than work with abused children. Children and animals are not on the same level...ever. I do believe it is none of my business what people do with their pets and it's also none of your business. Adopt an abused child then brag...adopting a dog id for your benefit so you can say you did something good...adopting a child will benefit the child...

I don't what all the fuss is about, chico is fine, he likes being outside so he can be close to his peekanesse honey. Chico is afraid that someone will call the SPCA on him, he doesn't want that, his buddy rex was taken to the pound (some people call it a shelter, yeah right) and he never heard from him again, (they put him to sleep). Chico doesn't want to get gassed, just because some busybody thinks they are doing him a favor. He says to worry about the old lady that lives across the street. She is alone in her house all day with no fan or air conditioner.

OK, so let me get this straight...a number of you live near Chico, see either Chico or another dog chained up outside in sweltering heat with no shelter, and all you can do is write about it?? What is wrong with you people? If you are REALLY witnessing abuse or neglect, pick up the phone and call the SPCA or shut up.

What this whole string has taught me is that you can't live in a high visibility area because people with no life will look at you while waiting for a green light and judge you. Then report you to an agency and when it proves you are doing nothing wrong, will still give their worthless opinions. I imagine the people who own this DOG have a pretty miserable life thanks to the bored and insignificant people who repeatedly accuse them of abuse when it clearly is not...is there nothing better for you to do? Everybody knows how to treat a dog here but know nothing of how to treat people.
