A September 4, 2018 federal court decision (9th Circuit Court of Appeals) ruled that local governments may not enforce local ordinances prohibiting camping on public property, as well as related activities that are “universal and unavoidable consequences of being human” such as sitting, lying or sleeping, if the local jurisdiction does not have sufficient number of indoor shelters to accommodate all of the homeless persons in that jurisdiction. In that situation, local governments are prohibited from citing or arresting anyone sleeping on public property. So This is why the City does not address homelessness unless certain conducts and activities are illegal.

As a female - I feel completely unsafe now on ALL the folsom trails because homeless camps/people are everywhere. Time to leave CA - so garbage, camping, feces, felons just wandering around is totally fine. Yet I pay taxes, get hiking/camping permits - and can't park my camper overnight on a public street. And you wonder why there is a mass EXODUS from CALI? on my way!
