Oh, these jerks are at it again. They probably have an "obstruction permit" but if you actually read it, it is probably issued by the City of Minneapolis, and explicitly states that parking in a bike lane is not allowed. Not that Traffic Control will do anything about it. They won't even read the obstruction permit, just see that it exists and leave because it's too hard to care.
