Why was money spent to upgrade the red lights at this location only to have the turn lane to remain red. You can see the sign about using caution on flashing yellow, really?

here are two of the contacts which responded to this inquiry about the change in the traffic light at that intersection if anyone wants to reach out to them. The answer I posted above is what they told me over the phone when they responded to my inquiry asking why the light stays red.

Hello All,
Because this is an State intersection, they are required make all operational changes. However Pinellas County has a maintenance agreement with the State so when they makes the decision (flashing yellow) the County does the install. The State owns the intersection so any changes needs to be approved by the State. If you have any additional questions about the process, you can call us in the Traffic Control Center (727) 464-8926.
