The plants to the left of the picture are not actually weeds, they are a type of white flowering species that blooms at a certain point in the year and remains green throughout the rest. During the spring these will grow again.

Yes, they have flowers, but they were not intended to be there, and therefore are weeds. They grow over the street, and have choked out the ornamental grasses that were planted there. This area needs landscaping fabric and mulch to prevent another "roundup and repeat" like last year.
