From the City Traffic Engineer: "I appreciate the question and having the opportunity to explain the reasoning for why certain things are not done. The answer to the question is safety. The option to provide a permissive left turn for the westbound movement has been looked at several times over the years. The evaluation has found the same concern each time; the hill just west of the intersection limits motorists’ visibility of opposing traffic. This limited visibility could result in right-angle crashes at the intersection, which do more damage to vehicles and are more likely to result in injuries or fatalities to the occupants. "
