This person continues to move trash from one house to another or just leaving it on the side walk, sometimes he comes back for it. It's disgusting and a nuisance.

The guy is mentally ill and while I am sympathetic to his issues, he is a nuisance. He has gone through my trash once the barrels are on the sidewalk and when I tried to put the bags back in the barrel he ran into, pushed me aside and grabbed the bags. I did not call the police but, in the summer, his shopping cart has a horrible smell when he takes bags of rotting food out of barrels and wheels them through the neighborhood. It's an unfortunate situation but a public health hazard nonetheless.
