You can report these directly to GA Power: http://www.georgiapower.com/community/outages-and-stormcenter/power-outage-overview/street-light-outage.html
They usually take care of them quickly, and will give you updates if there is a reason for a delay. If you report on SeeClickFix, the city will have to report to GA Power, and then you won't know of any delays.
